The municipality of Amsterdam wanted to give residents a greater say through civic participation.
The opinion of the inhabitants would be asked on matters such as the construction of a new theatre, Amsterdam's events policy and banning cars in the city centre.
Civic participation does not get off the ground. Citizens feel that they are not listened to anyway and that they can come up with ideas, but they have no influence on the final decision.
Through citizen participation, the municipality of Amsterdam wanted to make policy-making more democratic. The municipality made plans for all sorts of subjects on which citizens could express their opinions, but citizens responded very little. They do not feel that they are really allowed to decide, but are only there to suggest ideas.
